The Government of Pakistan has established Rs. 1.5 billion Access to Justice Development Fund (AJDF) as a statuatory endowment to addess the issue of chronic budutary constraints facing the Law & Justice Sector institutions. Access to Justice Development Fund is a demand driven expenditure characterized by a unique funding mechanism to sustain and deepen reforms in the justice sector.

The judiciary in Pakistan has historically suffered serious underresourcing which severely impacted on the quality of justice services. The Access to Justice Development Fund is an independent source of income for judiciary to invest in the neglected areas to strengthen the professional functionality of the courts and its service delivery component and legal empowerment. The principal amount of Rs.1421 is meant for investment in the Government approved investment schemes to generate income to meet the purposes of the Access to Justice Development Fund. By establishing Access to Justice Development Fund, Government of Pakistan has provided an innovative, independent and flexible extra-budgetary support to the justice sector reforms.
